THE PROBLEM
Establishing a new PUDO operation means a fundamental design choice: barriers or no barriers. Barriers mean capital infrastructure, ongoing maintenance, and a chokepoint built into the forecourt before a single passenger arrives. Southend needed a model that could manage dwell time, charge dynamically, and recover revenue from non-payers without that overhead, and without six-figure infrastructure investment before go-live.

Land deployed Gateway as Southend's PUDO platform. It was fully barrierless, ANPR-led, and live from day one with no physical infrastructure at entry or exit.
