Specialist platforms for modern mobility

From manual cash collection to a fully automated, digital tolling operation.

Warburton Toll Bridge has carried vehicles across the Manchester Ship Canal for generations. As one of England's few remaining privately-operated toll crossings, it sits at the intersection of heritage infrastructure and modern operational expectation. Drivers expect to pay and move on. The operator needs every crossing accounted for day after day, without incident.

One of England's last privately-operated toll bridges — modernised without disruption, running reliably ever since.

THE PROBLEM

Warburton's legacy operation relied on manual cash collection, but this was staffing-intensive, prone to revenue leakage, and costly to reconcile. The operator needed to go fully digital without building an in-house technology function or investing in barrier infrastructure. The solution had to run itself.

WHAT WE DID

Land deployed Passage to replace Warburton's manual operation with a fully digital, ANPR-based platform. From detection to payment and enforcement, the crossing now runs without manual intervention.

ANPR-based vehicle detection replacing manual identification at the toll point

Digital payment processing across multiple channels — cash handling eliminated entirely

Automated transaction recording with complete audit trail

Enforcement platform integration for non-payment recovery without on-site confrontation

Revenue and operational reporting for the bridge operator

THE IMPACT

Warburton now runs as a fully automated operation. Cash is gone, along with the staffing overhead and reconciliation costs it carried. On-site toll collection staff are no longer required, removing a fixed operational cost entirely. The crossing now operates with modern infrastructure reliability at a fraction of the legacy cost.

Eliminated cash handling: removed reconciliation overhead, reduced shrinkage risk, and freed staff from manual till management

On-site staffing removed: toll collection no longer requires a dedicated presence at the crossing — the platform manages it

No gaps in the revenue trail: ANPR detection closes the gap on unrecorded crossings that manual operation couldn't prevent

Consistent availability: 99.5%+ uptime since go-live, with no service interruptions

WHY LAND

Warburton selected Land through competitive tender. Without a dedicated in-house technology team, the operator needed a platform that could run itself reliably, with minimal input. Passage was designed for exactly that. Land didn't just deliver the technology; it removed the need to manage it.
